Begin by putting the puppy in a confined area of the house with tile flooring for easy clean up. Puppies like to eliminate on soft places, so putting paper down gives them this solution. Put paper or puppy pads on all hard surfaces. Your puppy will avoid eliminating on his bed and will use the paper, since it covers all other surfaces.
