Blocked tear ducts can be caused by scar tissue from an infection, inflammation of the tear sac, injury to the eye, tumors, birth defects or an eyelid turned inward. Red Eyes After Swimming Dogs can get red eyes from swimming in the ocean, stream, lakes and pools. This is usually due to irritation from salt-water or bacteria in fresh-water.
